The Social Development Programme (SDP) started in 2000 with the implementation of social service centers in five communities of southern Armenia that offered a number of activities aimed at youth and the stabilization and improvement of basic education in general. Among the key activities were coaching courses for orphans and other vulnerable children so as to increase knowledge about and access to higher education opportunities as well as English and computer courses to provide critical skills appropriate for an increasingly western-oriented economy.

Over time, the program became more development orientated. During the phase 2012 – 2015 the Social Service Centers were recognized as Community Centers (CCs) and the programme stronger oriented towards facilitation.
